The Construction inspector performs the quality control (QC) function over the contractor’s work, typically gas pipeline replacement repair and new residential, commercial, and industrial projects, as a part of the Company’s quality assurance program and is responsible for the completion of all activities in his area of assignment in accordance with the appropriate Company specifications and the approved for construction drawings.

The inspector acts as representative of the Company and is expected to establish a professional business relationship with contractors, suppliers, vendors, other stakeholders, and Company personnel. The inspector is required to act in an ethical manner and should be aware of Company policies regarding work ethics, including but not limited to gifts, entertainment, trips, etc. offered by contractors, vendors, suppliers, or other stakeholders. 

The inspector provides quality assurance through inspection of work and materials for conformance to requirements. The inspector is to respect the role of the contractor which allows the contractor to select the means, methods, and manner to perform the work. The inspector does not direct or supervise the contractor’s work. The inspector is empowered with Stop Work Authority and is expected to shut down any unsafe work. The inspector is to complete required documentation (i.e. reports and logbooks) in a timely, concise, and accurate manner. The inspector is not to inspect work he is not qualified to inspect.


Functional Expertise:

  • Oversees the construction of underground gas utility infrastructure for residential, commercial, and industrial properties to ensure they are installed per the design.
  • Inspects Construction Activities (safety, compliance, quality, environmental, locates, and restoration) to ensure quality and safety standards are met and documented.
  • Reviews and submits work orders, progress reports, field changes, as-built records to ensure compliance and company standards and policies.
  • Provides timely project updates and inspector reports to applicable stakeholders (i.e. Engineering, Construction Operations, Operations, Sales, Contractors).

Business Acumen:

  • Serves as technical support for Company Specifications (OPM), Operator Qualifications (OQ), and Construction Quality Assurance/Control (CQA) and makes corrective actions as needed.
  • Looks beyond the day-to-day activities to any potential obstacles that need to be addressed and communicates accordingly.
  • Works with the Construction Supervisor to ensure that all inspection and project documentation is properly archived as part of the project closeout.


  • Maintains customer satisfaction through timely and thorough communication with individual customers, municipalities, and other governmental agencies at pre-con meetings and throughout the project (such as state DOTS, Counties, etc).
  • Influences external contractors who represent the company by shadowing corporate values.

Driving Results:

  • Monitors work/project goals and objectives.
  • Understands pipeline contracts. Holds contractor accountable to contract items.
  • Enforce company policies and standards, permit requirements, and environmental requirements on construction projects to ensure compliance with applicable laws and regulations.


The qualifications of the Construction Inspector (Grade 4) are as follows:

Education and Experience:


  • High School Diploma or GED
  • 3+ years of experience in construction or utility operations


  • Vocational Degree or Certificate in a technical field, or
  • BA/BS Degree in Engineering, Construction Management or related field


  • Equivalent academic education and experience



  • Poly Pipe fusion experience
  • Strong Communication skills
  • Team Player
  • Intermediate proficiency with Microsoft Excel, Word, and PowerPoint
  • Intermediate proficiency with GIS or comparable system
  • Intermediate proficiency with Work Management System (WMS) or comparable system
  • Construction Inspection

Working Conditions / Physical Requirements:

  • Exposure to all types of weather
  • Travel may occasionally be required
  • Keyboarding
  • Walking of construction sites
  • Ability to stand/walk for extended periods of time
  • Climb in/out of excavations, kneel, bend, and climb ladders to inspect pipeline construction activity

$40 - $50 Hourly
