We are looking for an experienced Information Technology Project Manager to join our team in Annapolis, MD. The successful candidate will have a proven track record of successful project management in the IT industry as well as excellent communication and leadership skills. The successful candidate will also be responsible for planning, organizing, and managing software and technology projects from conception to completion. We are looking for an IT Project Manager to join us in Annapolis, MD. The ideal candidate should have an impressive track record in the IT industry in the areas of project management, effective communication, and leadership. Furthermore, the chosen individual should also demonstrate the ability to design, plan and execute software and technology-based projects from start to finish.


Major Roles and Responsibilities:

The Information Technology Project Manager will be responsible for the following activities:

Managing two (2) IT Projects, including but not limited to:

1. Maintaining expert-level knowledge and skills relative to the Client Systems Development Life Cycle (SDLC) and the Project Management Office (PMO) templates

2. Creating and maintaining the Project Plan (PP)

3. Monitoring the ongoing project activities against the project management plan and any project performance baselines

4. Monitoring and controlling project scope, cost, and schedule

5. Tracking all project performance against any performance metrics

6. Working in partnership with the Client project team, infrastructure team, and project vendors to manage the release of new software

7. Viewing stakeholders/business owners’ functional duties holistically to understand the impact of dependent/inter-related business functions

8. Chairing project and status meetings

9. Managing project-related issues

10. Determining the source of issues, including but not limited to;

a. System requirements

b. Data

c. Performance

d. Workflow

e. Business process

f. Quality of the software

g. Training

ii. Determining the impact of an issue – high, medium, or low – and Creating strategies for issue resolution

iii. Assessing where the issue should be assigned e.g., Client/project team, vendor, Client’s systems stakeholders, or back to the originator for clarification

iv. Consistently review all updates to issues and ensure that there is complete and thorough documentation and appropriate assignment

v. Control change and recommend corrective or preventive actions

10. Maintaining and updating the risk register, including but not limited to:

i. Determining the probability and impact of all risks

ii. Developing risk contingency, mitigation, or avoidance options

11. Ensuring each software release or patch contains:

i. Vendor test results

ii. Client-required configurations

iii. Release notes

12. Creating and reviewing integrated change control requests

Creating and maintaining the following project artifacts as needed:

1. Charter (Scope Statement)

2. Stakeholder and Vendor Management

3. Project Schedule

4. Requirements Traceability Matrix

5. Data Conversion/Migration

6. Risk Register / Issues Log

7. Deployment Plan

8. Test Plan

9. Acceptance Plan

10. Status Reports

11. Meeting Minutes

Preparing regular and ad hoc reports, including:

1. Weekly project report of progress and status

2. Weekly time report

3. Additional reports as requested


Minimum Qualification and Experience:

  • Bachelor’s degree in information technology (IT) or an IT-related field (e.g., Computer Science), as determined by the Client, or ten (10) years of experience managing IT projects (i.e., leading a project, not serving as a team member under a project manager) in lieu of degree.
  • Five (5) years of experience managing IT projects with budgets of $500,000.00 - $1,000.000.00 or more.
  • Active Project Management Professional (PMP) Certification.

Client prefers the candidate to have the following qualifications:

  • Information Technology Infrastructure Library (ITIL) Foundations Certificate.
  • Experience working with State Governments.

Candidate shall also possess the following preferred skills, experience, and capabilities:

  • Excellent oral communication.
  • Detailed oriented.
  • Business process analysis skills.
  • Data review and data migration skills.
  • Knowledge of the Project Management Body of Knowledge (PMBOK).
  • Knowledge and ability to utilize standards and guidelines relative to Client’s Systems Development Life Cycle (SDLC).

Highly organized with the ability to keep track of:

  • Multiple projects.
  • Requirements.
  • Action items.
  • Follow through to task closure.

Ability to:

  • Work in a matrixed organization to align resources toward project deliverables
  • Work on multiple projects and objectives
  • Translate technical concepts into business terms
  • Establish and maintain effective working relationships with 1. Peers; 2. End users and vendor development staff; 3. All levels of management; and, 4. Client stakeholder-personnel, as necessary
