The Construction inspector performs the quality control (QC) function over the contractor’s work, typically gas pipeline replacement projects, as a part of the Company’s quality assurance program and is responsible for the completion of all activities in his area of assignment in accordance with the appropriate Company specifications and the approved for construction drawings.


The inspector acts as representatives of the Company and is expected to establish a professional business relationship with contractors, suppliers, vendors, other stakeholders, and Company personnel. The inspector is required to act in ethical manner and should be aware of Company policies regarding work ethics, including but not limited to gifts, entertainment, trips, etc. offered by contractors, vendors, suppliers, or other stakeholders. 


The inspector provides quality assurance through inspection of work and materials for conformance to requirements. The inspector is to respect role of the contractor as an independent contractor which allows for the contractor to select the means, methods, and manner to perform the work. The inspector does not direct or supervise the contractor’s work. The inspector is empowered with Stop Work Authority and is expected to shut down any unsafe work. The inspector is to complete required documentation (i.e. reports and log books) in a timely, concise, and accurate manner. The inspector is not to inspect work he is not qualified to inspect.

Responsibilities

  • No preventable safety issues on the job site. 
  • Communicates with others on safety improvements needed. 
  • Mapping is complete and accurate (triangulations and offsets).
  • Essential service sketches are complete and accurate. 
  • Test station paperwork is complete and accurate.
  • Boring paperwork is photographed and complete.
  • When working on mains, documents taking daily walk of planned route with crew leader to review CH facilities shown in DIP book.
  • Time sheet has correct codes and J#s and are accurate. (time and mileage)
  • A minimum of 10 to 40 photos per report. Required photos included in report. Photos of pipe preparation (scraping, cleaning) and signatures for EF. 
  • Daily report is complete. Every item either has NA, Sat, or Unsat. Description is complete. First and last names of crew members. Photo has at least one word description. Photos to focus on pipe preparation. 
  • Mains pressure test forms: (1) form checked for completeness and accuracy; (2) photo of form taken that day and uploaded to nextgrid; and (3) original form handed in to GOE by the following day.
  • All issues and knowledge or skill gaps of the construction crew are identified and reported as required.
  • Regularly reviews pertinent sections of the GCS, Joining Guideline, and other CH resources to assure following them.
  • Regularly highlights unsatisfactory issues on nextgrid reports at a minimum rate of at least 1 per week.
  • Gas foreman and QAQC supervision advised of all critical events including heat fusion fails pressure test, safety issues, material failures, damages, OQs not appropriate for tasks performed, not following joining or GCS.
  • Communication with crew is appropriate.
  • Communication with customers is directed to the foreman.
  • Service packets turned in and uploaded at least two times per week.
  • Retains and implements items trained on. (on the job, in monthly meetings, and on-boarding)  
  • Proactively acquires OQs.

Qualifications
  • 5 + years of experience with gas distribution pipeline construction and or inspection.
  • A degree is not required. 

The physical requirements for this function include:

  • Lift 50 pounds
  • Bend, stoop, and crawl
  • Ascend and descend ladders
  • Able to wear respirator and obtain Physician Written Opinion for respirator use
  • Stand for extended periods of time
